Botswana joined the Participatory Slum Upgrading Programme in 2012. It has a population of 2,065,398. In the period 2010-2020, Botswana will experience rapid urbanization rates of 7.7 percent.
In line with inherited colonial practices, existing policies and laws have promoted freehold tenure in urban areas. However, in Botswana, customary land tenure is significant in both urban and peri-urban areas. Formal housing finance discriminates against low income earners in Botswana. As of 2004, households earning less than an annual income of USD 630 no longer qualified for state land because they could not afford to pay for housing that meets the minimum formal planning standards and regulations. Those earning less than an annual income of USD 3,439 do not qualify for building material loans offered under government self-help housing schemes.
Respective roles, mandates and functions could be set out or clarified, as seen in Botswana’s constitution. Improved governance would provide for any increases in rates or user fees in a transparent and participatory manner that ties them to better service delivery.
The percentage of the rural population with access to clean water was 92 percent in 2010. The urban population with access to improved sanitation facilities was 75 percent in 2010. The percentage of student enrollment in primary schools was 107.7 percent in 2007. Unemployment rate in Botswana was 17.6 percent in 2006.
